Utterback works in MDRC’s Economic Mobility, Housing, and Communities policy area, where she provides customized technical assistance and coaching for social programs that serve populations with barriers to employment, including the national Supplemental Nutrition Assistance Program (SNAP), Temporary Assistance for Needy Families (TANF), and housing subsidy stakeholders.
She currently serves as a technical assistance site lead for MyGoals for Employment Success, which uses an executive skills coaching model to help recipients of federal housing subsidies find sustainable work. In addition, she is a site liaison for the SNAP to Skills Technical Assistance and Best Practices project, where she uses a human-centered design approach to help states improve enrollment and participation in SNAP Employment and Training programs. Utterback previously provided coaching and technical assistance through the Integrating Innovation Employment and Economic Stability Strategies: Learning Community project, an effort to work with states to integrate coaching approaches into TANF service delivery strategies. Utterback holds a bachelor’s degree in psychology from Allegheny College.
