Informing the Future of Home Visiting
MIHOPE, which stands for Mother and Infant Home Visiting Program Evaluation, is a large-scale random assignment evaluation of home visiting programs funded by MIECHV. We expect the study to include roughly 85 program sites and 5,100 families clustered in about 12 states nationwide. The evaluation will focus on those models serving expectant families and infants up to 6 months of age at enrollment.
Project Background
The Maternal, Infant, and Early Childhood Home Visiting program (MIECHV) facilitates collaboration and partnership at the federal, state and community levels to improve health and development outcomes for at-risk children through evidence-based home visiting programs. It is authorized by the Patient Protection and Affordable Care Act of 2010. The MIECHV program is designed to (1) strengthen and improve the programs and activities carried out under Title V of the Social Security Act; (2) improve coordination of services for at-risk communities; and (3) identify and provide comprehensive services to improve outcomes for families who reside in at-risk communities.
The program is administered by the Health Resources and Services Administration (HRSA) in collaboration with the Administration for Children and Families (ACF), both agencies of the U. S. Department of Health and Human Services (HHS). In addition to awarding funds to states/territories and tribes, HRSA and ACF are administering several other MIECHV activities to support the MIECHV program and grantees. One such activity is the MIECHV evaluation, known as the Mother and Infant Home Visiting Program Evaluation (MIHOPE). The evaluation, among other tasks, measures the effect of early childhood home visiting programs on child and parent outcomes, measures how effects vary for different programs and populations, and measures the cost of operating the programs.
