The Workforce Innovation and Opportunity Act (WIOA) emphasizes targeting out-of-school youth with training and services that are employer driven and linked to labor market demand. Drawing upon available research and on-the-ground experience, this paper summarizes existing knowledge that can guide implementation of key WIOA provisions for serving out-of-school youth.
One-Year Impact Findings from the Youth Villages Transitional Living Evaluation

RExO increased the number and types of services received by participants and improved their self-reported labor market outcomes as well. But there is little evidence it had any impacts on recidivism or other outcomes. Further, the impacts on employment, while statistically significant, are quite small in practical terms.
Implementation and Interim Impact Findings from the Communities In Schools Evaluation
Services to help students stay in school are often fragmented. In this program, school-based coordinators identify students at risk, work with them to assess their needs, connect them with school and community supports, and monitor their progress. Case-managed students received more services than others, but early impact findings are inconclusive.
Two-Year Results of a Program to Reduce Poverty and Reform Welfare
An evaluation of the Minnesota Family Investment Program (MFIP), the state’s welfare waiver program, found that the program produced substantially larger increases in employment and earnings among welfare recipients living in public or subsidized housing than among recipients in private housing. This paper examines several possible reasons that may account for these findings, including differences in characteristics between the two groups of recipients, differences in their proximity to jobs, differences in residential stability, which might aid in the transition to work, and interactions between MFIP’s work incentives and the public/subsidized housing rent rules. The evidence, although indirect, suggests that interactions between MFIP rules and the rent rules in public housing helped to produce larger employment impacts for residents in public or subsidized housing.
