Cullinan directs MDRC’s Transfer Match Project, which, in collaboration with the State University of New York, is refining and evaluating the SUNY Transfer Match initiative. Transfer Match provides students with information about their transfer options from community colleges to state-operated SUNY institutions, identifying applicants who are eligible for direct admission to additional SUNY colleges based on features such as their intended major and location.

Cullinan also directs a project in collaboration with DataKind to support formative and summative evaluation goals for the Edvise project, which helps advisors to identify college students in need and take timely, data-informed action. In addition to directing evaluations, Cullinan supports cost analyses and technical assistance efforts across a number of postsecondary education projects.

Before joining MDRC, Cullinan worked at the Center for Research on Children in the U.S. at the Georgetown Public Policy Institute. He has a master’s degree in economics from Virginia Commonwealth University.
