The Implementation and Effectiveness of a One-on-One Tutoring Program Delivered by Community Volunteers
After one year, Reading Partners, a one-on-one tutoring program delivered by volunteers, improved three different measures of reading proficiency for second- to fifth-graders — impacts equaling 1.5 to 2 months of growth in literacy achievement over a control group (who also received supplemental reading services).
A review of high-quality studies, this paper highlights interventions — in education, employment and training, and second-chance programs — that have demonstrated positive results for young men of color. It comes as policymakers and philanthropies focus new attention on investing more to build opportunities for these young men.

Implementation and Interim Impact Findings from the SaveUSA Evaluation
This report describes the early effects of a program helping low- and moderate-income families build up unrestricted-use savings via tax refunds. Individuals who save a pledged amount for a year earn a 50-percent match payment. After 18 months, SaveUSA had increased the percentage of individuals with savings and boosted average savings amounts.
Designing Innovative Solutions for Programs Supported by the Administration for Children and Families
This report describes three sites in the Behavioral Interventions to Advance Self-Sufficiency project, which applies tools from behavioral economics to improve the well-being of low-income individuals and families — the Texas Office of the Attorney General’s Child Support Division, the Illinois Department of Human Services, and the National Domestic Violence Hotline.
In many evaluations, individuals are randomly assigned to experimental arms and then grouped to receive services. In this situation, accounting for grouping may be necessary when estimating the impact estimate’s standard error. This paper demonstrates that nonrandom sorting of individuals into groups can bias the standard error reported by common estimation approaches.

Lessons from the First Round of Achieving the Dream Community Colleges
Launched in 2004, Achieving the Dream is designed to help community colleges collect and analyze student performance data and apply the results to help students succeed. This paper presents findings from in-depth interviews with 16 couples who participated in the Supporting Healthy Marriage (SHM) program. Couples reported benefiting from SHM’s focus on communication and conflict management, but financial needs and lack of social supports placed stress on their relationships throughout their tenure in SHM.

Implementation Findings from the Youth Villages Transitional Living Evaluation
This highly structured program offers clinically focused case management, support, and counseling to youth who are leaving state custody or are otherwise unprepared for independent adult living. It emphasizes treatment planning, ongoing client assessment, and evidence-informed practices. Early findings indicate that it has been implemented well and participation is high.
This paper presents the long-term effects of a learning communities program. The program’s positive effect on credit accumulation was maintained for seven years, and there is some evidence that graduation rates increased. Economic outcomes are examined, and sobering reflections on detecting effects on economic outcomes in higher education interventions are presented.
Exploratory Subgroup Analysis in the Supporting Healthy Marriage Evaluation
This paper explores effects of the Supporting Healthy Marriage (SHM) program for six subgroups of couples in the study. SHM’s impacts were generally consistent across these subgroups, though some evidence suggests that couples whose marriages were more distressed at study entry may have benefited more from SHM.
A Technical Assistance Guide for Developing and Implementing Performance-Based Scholarships
Drawing on the findings and experiences of two research demonstrations that tested the effectiveness of performance-based scholarships, this guide provides helpful information for colleges and scholarship-granting organizations on this type of aid, which can reduce the financial burden on low-income students while offering incentives for good academic progress.
