Bigelow works to design, strengthen, and evaluate programs across a range of policy domains, with a focus on housing assistance and economic mobility. He currently directs the Supporting Moves to Opportunity Demonstration. He also leads implementation research for the Evaluation of the Google Career Certificates Fund—a study of online vocational training and an outcomes-based loan product—as well as for a study of Shared Housing approaches that promote stable housing for adults experiencing housing instability.
Building on his earlier implementation research for the Creating Moves to Opportunity Demonstration in Seattle and King County, Washington, he now directs a long-term outcomes study that draws on state and local administrative data to examine families’ locational and educational trajectories over time. His work encompasses program technical assistance, implementation research, and methodological efforts to safely and effectively incorporate artificial intelligence tools into qualitative analysis.
Before joining MDRC, he held program management roles with workforce development and housing finance agencies in New York City. A graduate of Duke University and New York University’s Robert F. Wagner Graduate School of Public Service, Bigelow lives and works in Denver, Colorado.
